Athens is not a one-launch town for paddlers. If you search for kayaking in Athens, NY, you will find references to two separate access points on the same stretch of Hudson River: a larger NYS Boat Launch operated by the DEC, and a smaller dedicated hand launch at Fourth Street a short distance away. They share the same tidal water but serve different trip types, and blending them together in a single guide makes both harder to use.
The Athens NYS Boat Launch
The Athens NYS Boat Launch is an active DEC trailer ramp with confirmed parking for 20 trailer rigs and 4 single-car spaces, two kayak storage racks on site, and the full access-point infrastructure of a developed Hudson River launch. Paddlers share the ramp with trailered powerboats, which is worth knowing before you arrive - ramp timing and staging matter when there is active boat traffic.
Single-car parking is tight. Arrive early on summer weekends or plan to use the Fourth Street option if the main lot is full of trailers.
The Fourth Street Launch
The Fourth Street Launch is the dedicated paddler put-in: a hand-carry option for kayaks and canoes that sits apart from the ramp traffic and closer to the Athens village center. Its proximity to the waterfront park, cafes, and the bandstand makes it the more natural option if you are planning a short paddle combined with a walk around the village.

What both launches share
Both are on the same stretch of tidal Hudson River. Tide, current, wind, and motorboat wakes apply at both. The paddler-specific feel of Fourth Street does not change the water conditions.
